On November 21, 2016, within the framework of the NATO Parliamentary Assembly, Chairman of the Verkhovna Rada of Ukraine, Andriy PARUBIY, met in Istanbul with the President of Turkey, Recep ERDOGAN.
According to the Speaker of the Ukrainian Parliament Speaker, as published by the press service of the Verkhovna Rada apparatus, the Turkish president “had fully supported Ukraine's position on the importance of maintaining the blockade of Crimea, including the maritime one, and of avoiding any contacts."
A. Parubiy has further specified that the parties raised the issue of "the informal calls of the Turkish ships in the ports of Sevastopol" and that the President of Turkey noted that "even if such incidents had been informal, he would give all the necessary directives to prevent them from happening in any format in the future."
Note:
By "the informal calls of the Turkish ships in the ports of Sevastopol", Mr. Parubiy most likely meant the VARYAG ferry (former KOSATERE), IMO: 8019887, that regularly services the Sevastopol – Zonguldak like and has re-registered from a Turkish to a Sevastopol company in order to obtain tax benefits within the FEZ in Sevastopol.
Possibly, he also had in mind the MORYAK freighter, IMO: 8881266, that also regularly services the Sevastopol – Zonguldak like and has also reregistered from a Turkish to a Sevastopol company in order to obtain tax benefits within the FEZ in Sevastopol.
The "Maidan of Foreign Affairs" and BSNews monitoring group has conducted a special investigation of the vessel offenders related to Turkey. The results are presented below.
The methodology of monitoring and database compilation can be found in The Black List of Vessels That Have Made Calls in Crimea During the Occupation database.
The main conclusions and trends regarding the vessel violations of the occupied territory regime can be found in The Efficiency of the Maritime Sanctions in Regard to the Occupation of the Crimea. The main conclusions (1)

1. According to the results of the special investigation, of the 276 vessels-offenders that have called at the ports of Crimea between the beginning of the annexation on March 18, 2014 and December 1, 2016, 68 vessels operating under different flags are related Turkey according to the registration of the ship owner and/or operator. That represents 24.6% of the total quantity (see Table 5).
As of December 1, 2016, 47 of those vessels (69,1%) have stopped calling at Crimea. In other words, in 2016, only 21 ships related to Turkey have made such calls (see Item 3 for details).
2. For the most part, the Turkey-related vessels make calls at the Crimean ports under other flags. Since the annexation of the peninsula, only 9 of the 68 vessels-offenders have flown the Turkish flag: 7 - in 2014 and 2 - in the first half of 2015. Those are listed below:
1) Yacht EGERIA, IMO: 8662610 – called at Yalta on 22.08.14
2) Ferry YUSUF ZIYA ONIS (RAINBOW) – Carried cargo and cargo trucks from Zonguldak to Sevastopol, Yevpatoria and Feodosiya between 27.03.14 to June 2014. Later changed owner and flag and continued runs to Crimea until May 2015.
3) Тanker KAZAN, IMO: 9373747 – called at Kerch on 31.07.14 and 10.08.14.
4) Dry cargo ship ALICAN DEVAL, IMO: 7500578 - on 21.07.14 loaded grain at the Avlita terminal in Sevastopol, bound for Iskenderun. In 2015, the spotted vessel has been purchased from its owner, Deval Shipping & Trading (Turkey), by an unknown company for the RF Navy. Was added to the Black Sea Fleet in early fall 2015 under the name DVINITSA-50 and has been actively used for supplying the RF Navy base in Tartus, Syria.
5) Dry cargo ship HILMI K, IMO: 8101628 - Sevastopol, 10-16.07.14.
6) Tanker ISTANBUL KA, IMO: 9227211 - 13.04.14 и 30.06.14 delivered fuel to the Feodosiya oil terminal
7) Dry cargo ship MERT DEVAL, IMO: 7528788 - on 31.07.14 loaded grain at the Avlita terminal in Sevastopol, bound for Famagusta, N. Cyprus.
On 31.07.14 Turkish dry cargo ship MERT DEVAL was loading grain at the Avlita terminal in Sevastopol with the Turkish flag on the stern.
8) Dry cargo ship DIDA, IMO: 7514347 – on 12.03.15 and 06.04.15 delivered cement to Yalta from the Turkish Blak Sea port of Ünye.
9) Ferry YENER C, IMO: 9545522 – on 16.05.15 arrived to Kerch under the Turkish flag that was later changed to that of Palau. On 23.06.15 – started servicing the Port Caucasus-Kerch Merchant Port ferry line. In 2016 changed flag to the Russian one and was renamed BORIS SHTOKOLOV.
So, the last time Turkish flag was seen in a port of an occupied Crimea, was on the flagpole of the ferry Yener C. in May 2015.

However, the Turkish ship owners have been continuously sending their vessels to Crimea under different flags.
3. In 2016, the "Maidan of Foreign Affairs" and BSNews monitoring group has spotted 21 vessels out of the 68 on the “Turkish” black list in the ports of the occupied Crimea (the dates of their calls are highlighted in the table in yellow).
Note that as of 01.12.2016, the following 5 of those 20 vessels technically were no longer owned by the Turkish companies:
1) Ferry NOVOROSSIYSK (formerly, ULUSOY 1), IMO: 7822160, earlier arrested by the Russian court for failing to pay salary to the crew, arrived to the Sevastopol’s Kamyshev Bay on 17.01.16 to be laid up for the period of sale for debts. Since July 2014 it is no longer the property of a Turkish company;
2) Ferry ULFAT, IMO: 7724253, that called at the Kerch shipyard Zaliv between 19.08-07.09.16 for repairs and preparation for sale, was owned by a Russian company and performed the Novorossiysk-Samsun runs;
3) Ferry YENER C (now BORIS SHTOKOLOV), IMO: 9545522, that services the Port Caucasus-Kerch Merchant Port ferry line, in 2016 has changed owner from the Turkish to a Bulgarian one;
4) Dry cargo ship MORYAK IMO: 8881266, that makes regular Sevastopol-Zonguldak runs, re-registered from a Turkish to a Sevastopol company in order to obtain tax benefits within the FEZ in Sevastopol;
5) Ferry VARYAG (formerly, KOCATEPE), IMO: 8019887, that makes regular Sevastopol-Zonguldak runs, re-registered from a Turkish to a Sevastopol company in order to obtain tax benefits within the FEZ in Sevastopol;

Despite the year-long crisis in the Turkish-Russian relations caused by the late 2015 downing of the Russian fighter jet, in 2016, three new Turkish vessels that had not called at the Crimean ports before, were spotter there. Those are:
1) Dry cargo ship YARA J, IMO: 8001517, owned by the Mina Denizcilik ve Ticaret Ltd (Istanbul, Turkey). on 22.08.16 and 25.11.16 took a grain cargo at the Avlita grain terminal in Sevastopol bound for Famagusta, N. Cyprus;
2) The previously mentioned ferry ULFAT, IMO: 7724253, that between 19.08-07.09.16 called at the Kerch shipyard Zaliv for repairs and preparation for sale, is now owned by a Russian company and performed the Novorossiysk-Samsun runs (the former name of the company with the word Sudoservice clearly indicates its Russian background);
3) Dry cargo ship LITTLE WIND, IMO: 8863018, Owner: MEC Line Shipping Inc, Turkey, Manager: Pasabahce Denizcilik ve Ticaret, Turkey, that on 27.11.16 made a call at the Kerch Kamysh-Burun port en route from Samsun.
4. After the Turkish-Russian relations began to normalize in the end of 2016, the ferry service between Zonguldak and occupied Sevastopol has resumed and expanded:
On October 28, 2016, the VARYAG (KOCATEPE) ferry, IMO: 8019887, resumes runs from Sevastopol to Zonguldak that previously had been stopped on December 22, 2015.
On December 1, 2016, for the first time since the occupation of Crimea, Turkish ferry ERKE, IMO: 7014581 that in 2015 had serviced the Yevpatoria-Zonguldak line, arrived to Sevastopol from Zonguldak

5. It should be noted that in the second year of the Crimean occupation, after the first black lists became public, about 1/3 of the Turkish vessels stopped making calls at the Crimean ports. Specifically, 23 of the 68 vessels offenders made calls at the ports of the occupied Crimea only in 2014, but stopped them afterwards (see Table 1).
One of those vessels was arrested by the Ukrainian authorities, which, undoubtedly, played a role in changing the attitudes of the Turkish ship owners. (In March 2015, dry cargo ship KANTON, Flag: Tuvalu, IMO: 9412311, was arrested in Kherson for calling at Sevastopol on 24-29.07.2014. The vessel owned by the Maksimar Denizcilik Nakliyat, Istanbul, Turkey, remains under arrest to this day).
6. At the same time, 8 of the Turkish vessels are repeat offenders of the occupied territory regime in Crimea, as their owners have been sending them to the Crimean ports during the whole period of occupation, i.e. from 2014 to 2016 (see Table 2).
Three of them stand out in particular. These are the gas carriers of the Milenyum Denizcilik Gemi company (Istanbul, Turkey) that between 2014-2016 have made dozens of calls at Kerch for the export of the liquefied gas to the Turkish Marmara Eregli terminal and to Lebanon listed below:
1) ALTERA 1, IMO: 8012114, Milenyum Denizcilik Gemi, Nazli Sokak 9, Halilrifatpasa Mah, Sisli, 34384, Istanbul, Turkey. During the period of transporting gas from the occupied Crimea has twice changed the name (previous names -- METAL and TALA), has twice changed the owner and operator in the offshores, changed the flag to Mongolian and removed the company’s website.
2) GOLDEN SEA, IMO: 8800298, Milenyum Denizcilik Gemi, Nazli Sokak 9, Halilrifatpasa Mah, Sisli, 34384, Istanbul, Turkey. During the period of transporting gas from the occupied Crimea has changed the name (previous name - BLUE WAY) and technically changed the owner (the current one is unknown), changed the flag to Mongolian and removed the company’s website. Since April 2015, regularly turns off the AIS transmitter in the Kerch Strait and lists Temryuk or no destination at all with the AIS.
3) MARIA, IMO: 8016835, also belongs and is operated by the Milenyum Denizcilik Gemi, Nazli Sokak 9, Halilrifatpasa Mah, Sisli, 34384, Istanbul, Turkey. During the period of transporting gas from the occupied Crimea has changed the name (previous name -- MARIANA) and technically changed the owner (the current one is unknown), changed the flag to Mongolian and removed the company’s website. Lists Black Sea instead of Kerch with the AIS. All in all has made around 30 calls at Kerch.
7. Among the Turkish vessel owners and/or operators that violate the occupied territory regime in Crimea, the following lead in the number of the vessels-offenders they own/operate:
1st place: Palmali - 10 vessels

All the vessels-offenders of this group of companies are tankers that have delivered oil products to the oil terminals of- Sevastopol, Feodosia and Kerch, including those for the RF Black Sea Fleet.
7 tankers of that group made calls in Crimea in 2014 only, while 2 vessels – in 2014 and 2015 and 1 tanker – in 2015 only. In 2016, the Palmali tankers have stopped calling in Crimea.
Possibly, besides the publications, official letters and similar steps of the Ukrainian side, that was the result of the effect caused by the May 26, 2015 detention in Ismael of the tanker ADRIATIC MARINER, IMO: 9175157, that had called in Sevastopol a year earlier, on April 9, 2014. Three days later, after search and seizure of documents, the tanker was set free on 29.05.2015.
2nd place: Milenyum Denizcilik company - 6 vessels.
The violations leader, Turkish gas carrier MARIANA (now MARIA, IMO: 8016835), February 26, 2015, Kerch.
All the vessels-offenders of this company are gas carriers (Lpg Tanker) that have transported liquefied gas from the terminals in the Kerch Sea Fishing Port.
Three of those are repeat offenders (see Item 6 above). Since the first call in the occupied Crimea, 5 of the 6 tankers have changed names and at the same time, changed the country of the flag registration from Panama to Sierra-Leone and Mongolia.
8. There is another paradoxical, but telling situation should be emphasized separately. Specifically, Turkish ship owners have sold the following two vessels that had made the Crimea black list to the RF Black Sea Fleet to be used for supplying the Assad regime and the RF military contingent in Syria:
Dry cargo ship ALICAN DEVAL, IMO: 7500578, that on 21.07.14 called at Sevastopol for loading grain at the Avlita terminal for export to Iskenderun. In 2015, the ship was purchased from the Deval Shipping & Trading (Turkey) for the RF BSF. In the early fall 2015, under the name Dvinitsa-50 it became part of the 9th Supply Vessel Brigade of the RF BSF based in Sevastopol and is being actively used for delivering arms to the Russian military contingent in Syria;

Dry cargo ship DADALI, IMO: 8220759, that has called in Sevastopol on 21.10.15, in 2015 was purchased from the Bulkhan Shipping & Trading Ltd. (Istanbul, Turkey) and in October 2015 under the name VOLOGDA-50, also joined the 9th Supply Vessel Brigade of the RF BSF based in Sevastopol. Is now used for supplying arms to the Assad regime and the RF military based in Tartus, Syria:
9. Conclusions:
During the period of the Crimean occupation, the number of the Turkish vessels-violators has decreased considerably. Specifically, large Turkish maritime companies that are mindful of their reputation, have stopped routes to Crimea.
The companied that continue making runs to the ports of the occupied Crimes under the regime of sanctions are forced to resort to the risky measures to mask their activity, such as:
a) changing ship names,
b) re-registration under the flag of the states that have not denounced the annexation and occupation of Crimea,
c) re-registration of the proprietorship from the Turkish to the offshore companies,
d) distorting data on the port of destination with the Automatic Identification System (AIF),
e) turning off the AIS transmitters when approaching the ports of the occupied Crimea.
Moreover, many of the ship owners who have stopped servicing Crimea, have since also changed the names, flags and proprietorship of the vessels, which obviously indicates that they understand the risks and fear the consequences.
Therefore, ongoing monitoring and black list publication ultimately produces the desired result. The latter would be especially effective if the Turkish government sends the appropriate signal to the Turkish business.
Considering the described trends, the resumption and possible expansion of the regular sea freight traffic between Turkish Zonguldak and Crimean Sevastopol comprises the most blatant violation of the occupied territory regime in Crimea.
In any case, the continuous service of the Zonguldak-Sevastopol line by the MORYAK dry cargo ship, of the VARYAG ferry and especially, the December 1, 2016 arrival from Zonguldak to Sevastopol of yet one more Turkish ferry ERKE, IMO: 7014581, poses a clear contradiction to the meaning if the recent dialog of the Ukrainian Parliament Speaker with the President of Turkey...
