Russia to consider state program for NCFD development

The Russian government will consider the state program for development of the North Caucasian Federal District until 2025. The document was composed by the office of Alexander Khloponin, Russian Vice Premier and Plenipotentiary Presidential Envoy to the NCFD.

The program will stimulate economic development by forming new centers of economic growth, coordination of infrastructure investments and investment strategies with account of priorities of areal development and limited resources.

The state program includes such subprograms as development of investment Attractivity of the NCFD, development of Kavkazskiye Mineralniye Vody, development of the tourism cluster in the NCFD, Krasnodar Territory and Adygeya.

Each region will have own territorial subprogram, making 7 in total.

The state program will receive about 585 billion rubles from the federal budget and over 2.2 trillion from other sources. Consolidated budgets of regions of the NCFD will grant less than 7 billion.

Khloponin said in mid-November that social infrastructure and economy were the priorities. He emphasized at a meeting with President Vladimir Putin that the federal district had rapid population growth, which will reach 10 million soon. The district had a baby death rate of about 164% of the average rate in Russia.

The presidential envoy added that the Finances Ministry will provide most investments in 2016 and the following years.

Khloponin noted the main aspects of the state program at the second international forum of the largest companies of the North Caucasus in Kislovodsk in late October. Social infrastructure development will include improvement of quality and availability of healthcare services. Subsidies will be provided for nurseries, schools, medical centers.
