Moldovan parliament’s statement on Transnistrian conflict settlement´s current situation

Expressing the conviction that the Transnistrian issue settlement and the solving of all dissensions have to take place exclusively through political and peaceful means, by respecting the democratic principles and values, as well as the fundamental rights and freedoms of the residents of the two banks of the Dniester;

Considering that to the entire process of negotiations has to be imprinted a permanent, constructive and consequent nature, including by displaying a good faith by all involved actors;

Taking into consideration the artificial escalation of the situation in the security zone, as well as the inefficiency of the dialogue between the participants in the negotiations on a range of issues – starting from the Transnistrian issue’s definitive political settlement and up to the overcoming of a whole spectrum of practical issues,.

The Parliament of the Republic of Moldova states the following:

– the unilateral actions, of any kind and origin, including those which would come to legalise the setting of any borders within the territory of the sovereign state the Republic of Moldova, contribute to undermining the settlement process, to escalation of tensions and to defiance of the existent settlement mechanisms, to impeding the activity of the group of military observers and it also affects the existent peacekeeping system and the settlement process;.

–avoiding to discuss, within the negotiations, the aspects related to the conflict’s comprehensive settlement and to approach political and security issues, it leads to discussing secondary items, which show unwillingness in identifying a viable solution able to contribute to the elaboration of a special juridical statute for the Transnistrian region.

Taking into account the provisions of the Statement of the OSCE Council of Ministers (Dublin, 7 December 2012) on the five-plus-two talks related to the Transnistrian conflict settlement, by which is confirmed, once again, the OSCE states’ support for a comprehensive, equitable and viable settlement of the Transnistrian conflict by observing the country’s sovereignty and territorial integrity and for the elaboration of a special juridical statute for Transnistria, the Moldovan parliament:

– firmly expresses the conviction that the Transnistrian conflict settlement should be carried out exclusively via political and peaceful means, by respecting the democratic principles and values, by ensuring the observance of the fundamental rights and freedoms of the residents of the two banks of the Dniester, and which would implicitly lead to the re-establishment of a single economic, customs, social and defence area;.

– reaffirms its attachment to the need to promote the confidence-building measures, so that they contribute to the elimination of any suspicions and to the solving of the urgent issues faced by the population of the two banks of the Dniester;.

– calls the representatives of the parties involved in the five-plus-two negotiations to dialog, as regards the full range of issues related to ensuring the public order and security, as well as urges them to abstain from actions which might undermine the confidence between the two banks of the Dniester and might negatively influence on the process of negotiations;.

– confirms the openness in identifying constructive solutions, including via a multidimensional dialogue, with the Transnistrian region’s representatives in order to jointly identify and achieve solutions meant to contribute to the stabilisation of the current situation and to the ensuring of the free movement of people and goods on the two banks of the Dniester;.

– addresses an appeal to the international partners involved in the settlement process to take sustained efforts in order to bring to normal the situation in the security zone, to contribute to the consolidation of the confidence-building measures and to Moldova’s reintegration;.

– makes an appeal to the population of the two banks of the Dniester to stay calm and not to react to provocations, no matter their origin is;.

– reiterates that the Moldovan authorities will not admit the escalation of the situation and will ensure, by exclusively peaceful means, the overcoming of any dissensions.
