OSCE PA urges 5+2 parties to brisk up Transnistrian settlement efforts

The Parliamentary Assembly of the Organization for Security and Cooperation in Europe has called upon political forces on both Dniester River banks to enhance constructively the Transnistrian conflict settlement process, and has invited all the 5+2 format negotiation participants [Moldova and Transnistria as the conflicting sides, Russia, Ukraine and the OSCE as international mediators and guarantors; and the European Union and the United States as observers] to redouble efforts to promote the negotiations.     

This appeal was formulated in the Resolution on Transnistrian conflict settlement adopted at the annual meeting of the OSCE Parliamentary Assembly in Istanbul on July 3. The Republic of Moldova was represented at the forum by MPs Simion Furdui, Stela Jantuan and Vasile Sova.   

The Parliamentary Assembly expressed concern about the incidents that occurred in the Transnistria Security Zone recently, and called upon the sides to promote consolidation of mutual trust and security, as well as to refrain from unilateral measures that may worsen security situation in the region.     

The document authors believe that the presence of an unresolved conflict in the Transnistrian region of the Republic of Moldova continues to present a serious threat to security and stability in Europe and the OSCE area, and that a peaceful and lasting settlement of the Transnistrian conflict can be achieved through the 5+2 format negotiations.    

The Resolution said that the main goal of Transnistrian conflict settlement is to define a special legal status for the Transnistrian region within a territorially integral and indivisible Republic of Moldova within its borders recognized internationally.    

Consolidation of trust between the two Dniester River banks, ensuring of a sustainable social and economic growth in the region, further development of civil society institutions, protection of a law-governed state, of human rights and main freedoms in conformity with the norms and principles of the international law are key components of conflict settlement, said the OSCE Parliamentary Assembly Resolution.
