Moldovan economics minister, winning bidder sign contract on construction of Ungheni-Iasi gas pipeline
Deputy Prime Minister, Economics Minister Valeriu Lazar and the winning bidder today signed a contract on the carrying out of the works on the construction of 11 km of gas pipeline on the territory of Moldova and a station of measuring gas, the Economics Ministry’s information and media communication service has reported.
Following a recent acquisition tender for the selection of a contractor to carry out the construction works, the evaluation commissions ruled to assign the contract to a consortium of companies JV Habau Pipelines Systems Ltd, Romania (with the founder being Habau Hoch-und Tiefbaugesellschaft m.b.H, Austria), Inspet stock company, Romania, and IPM-Partners Ltd, Romania.
Under the tender’s conditions, the commission evaluated the bids of the legal entities that met the criteria of participation, such as: holding the licence for the construction of gas pipelines with a pressure of 55 bar, the employees holding permits and authorisations for the construction of main gas pipelines, at least five-year experience of the basic staff and relevant qualifications in works similar to this project. In this context, it is about experience of implementing at least one similar project, equipments, materials human and financial resources needed to carry out at least 70 per cent of the contract’s volume with one’s own resources, etc. Also, the winning bidder is to provide a guarantee of good implementation of at least 5 per cent of the contract value at the latter’s signing.
As for the financial aspect of the bids considered by the evaluation commission, the price bid presented by the consortium Habau Pipelines Systems Ltd, Inspet stock company and IPM-Partners Ltd was the lowest one, 6.65 million euros, out of the three bids qualified from the administrative and technical viewpoints.
The bidder carried out numerous construction projects for main gas pipelines with a diameter ranging from 500 to 1400 mm, as well as of gas compressing stations. Also, the bidder fulfilled projects on construction of gas pipelines going under rivers. Relevant examples in this respect are Jamal Pipeline (Poland), ”High pressure gas pipeline Temp Tiengen-Hugelheim” (Germany), ”Natural gas pipeline Stegal Loop Lot 1” (Germania),” Brecon to Tirley – West section gas pipeline project” (Marea Britanie), ”Pipeline Poggio Renatico – Cremona lot 1 from Poggio Renatico to pil 8” (Italia) etc.
The Economics Ministry along with the winning consortium started organising the event of launch of the site on 27 August 2013. Besides the Moldovan leadership, attending the event will be European Commissioner for Energy Gunther Oettinger, Romanian Prime Minister Victor Ponta, as well as other officials from Moldova and Romania.
