In December 2024, 5 violations of the EU embargo on seaborne imports of Russian crude oil from the Black Sea were recorded. They involved the delivery of crude oil to the ports of the EU countries. In December 2024, a total of 646.826 tons of Russian crude oil were delivered to the EU in violation of the embargo.

In January-December 2024, for attacks on the regions of Ukraine from the occupied Crimea, Russian Armed Forces used no less than: 147 Kalibr cruise missiles, 186 Iskander missiles,1 P-800 Oniks anti-ship missiles and 6 3M22 Zircon hypersonic cruise missiles; 2,699 Shahed-136/131 launched simultaneously from Crimea and Russian regions, 368 Shahed-136/131 strike UAVs, launched solely from Crimea, and 309 reconnaissance UAVs of various types.

In December 2024, 179 violations of the export of Russian crude oil and petroleum products from the Black Sea were recorded. 10.8 mln tons of Russian crude oil, Kazakh crude oil by the Caspian Pipeline Consortium (CPC) and petroleum products were delivered through the Russian ports of the Black Sea.

Since April 2022, we have been monitoring the traffic of tankers carrying Russian crude oil and petroleum products on a daily basis. Based on our experience, we argue that it's futile to counter "Russia's shadow fleet," as it's futile to counter anything that doesn't exist. What does exist instead is a fleet of tankers that transport Russian crude oil and petroleum products around the world.

European Security Risks and Forecasts as of Early 2025. Part 1

The main risk factor that determines the duration of Russia's war against Ukraine is the volume of maritime exports of Russian crude oil and petroleum products. It must be restricted in the Baltic and/or North Seas. The situation in the Black Sea in the coming year will remain volatile with a tendency towards increased military risks. This will amplify the risks to the EU countries in the Black Sea – Romania and Bulgaria – as well as to Moldova and Turkey. Russia will continue to attack Ukrainian ports on the Black Sea and the Danube, trying to stop the operation of the maritime corridor and at the same time create conditions for increasing its own seaborne grain exports.

In November 2024, 19 violations of the EU embargo on seaborne imports of Russian petroleum products (excluding crude oil) from the Black Sea were recorded. 15 of violations involved the delivery of petroleum products to a transshipment points off the coasts of Greece and Romania. 4 direct voyages were made to the ports of the EU countries. In November 2024, 670.897 tons of Russian petroleum products were delivered in violation of the embargo.

In November 2024, 6 violations of the EU embargo on seaborne imports of Russian crude oil from the Black Sea were recorded. Two were involved the delivery of crude oil to a transshipment points in the Laconian Gulf off the coast of Greece and Morocco. Four direct voyages were made to the ports of the EU countries. In November 2024, a total of 760.424 tons of Russian crude oil were delivered to the EU in violation of the embargo.
