Crimea: Summary of Monitoring the Violations of the Sanctions and of the Occupied Territories Regime in December 2016

The monitoring group of the BSNews and the Maidan of Foreign Affairs has summed up the results of the daily monitoring of violations of the sanctions and the occupied territories regime for December 2016.

Marine Transport
In December 2016, 73 vessels have made calls at the ports of the occupied Crimea. All of them have been entered into a common database - The Black List of Vessels Calling at Crimea During the Occupation, as well as into the annual database The Crimean Maritime Sanctions in 2016: Analysis and Complete Database of Offenders in 2016.
1 - under the flag of Bulgaria (a gas tanker);
2 - for the flag of the Comoros (1 – with grain to Beirut);
1 - under the flag of Moldova (under repairs);
4 - under the flag of Mongolia (all 4 – in the OFAC Syrian black list, 3 of them – gas tankers, one – a new offender);
1 - under the flag of Palau (a Sevastopol-Zonguldak ferry);
4 - under the flag of Panama (1 – a Sevastopol-Zonguldak ferry);
1 - under the flag of Saint Kitts and Nevis (arrested);
1 - under the flag of Syria(in the OFAC Syrian black list);
1 - under the flag of Togo;
1 - under the flag of Tanzania (a Turkish Sevastopol-Zonguldak ferry);
2 - under the flag of Sierra Leone (1 is being converted in Sevastopol into a cruise ship);
55 - under the flag of the Russian Federation (including 3 newcomers to the black list).
Of these, four vessels came into Crimean ports for the first time during the occupation period.
Among the offenders, there are 21 ferries – passenger, car and railroad – two of which, including a Turkish one, operate between Sevastopol and Zonguldak, while the rest – between Taman and various Kerch ports.

Civil Aviation
The monitoring group of the BSNews and the Maidan of Foreign Affairs conducts daily monitoring of the illegal flights of Russian airlines to the occupied Crimea since the spring of 2014.
This publication provides a brief summary of the monitoring results in December 2016. The full version, as well as a full list of airlines - violators of sanctions, can be seen here.
The graph below shows the number of flights to Simferopol airport in December 2016 compared to that in December 2014-2015. The decrease is evident.
In December 2016, 11 Russian airlines flew to Crimea. A year ago, there were 13, while in December 2014 - 17.

As of December 2016, the following airlines have flown to the occupied Crimea:
Aeroflot, Russia, Ural Airlines, VIM-Avia, Globe/S7 Airlines, Yamal, Red Wings, Orenburg, Ikar (Pegas), Nordwind Airlines and Alrosa.
Russian airlines carry passengers to the occupied Crimea on the same aircrafts they fly to the airports of the EU and some other countries that are not part of the European community, but who voted at the UN General Assembly on March 27, 2014, for recognizing the annexation of Crimea by Russia as illegal.
The monitoring group has collected the numbers of these boards for December 2016; they can be seen in the table.
Today, the Simferopol Airport is the only civil airport in the occupied Crimea. On December 23, the acting "Governor" of Sevastopol, Dmitry Ovsyannikov, after a closed meeting with the Deputy Minister of Economic Development of the Russian Federation, Sergey Nazarov, said that the Sevastopol "authorities" had decided "to shelve" the investment-based development project of the civil sector of the Belbek airport as an independent Sevastopol structure for the time being.
Natural Resources
In December 2016, the State Border Service of Ukraine provided evidence of Russia's buildup of gas production capacities in the exclusive marine economic zone of Ukraine in the Black Sea near the Odessa gas field.

As the captain of the 1st rank, Sergei Maimul, the head of the Marine Protection Department of the South Regional Department of the State Border Service, reported on December 2, that was recorded during a special naval operation to monitor the situation in the exclusive marine economic zone of Ukraine in the Odessa gas field area, in the North-Western part Black Sea.
"We are seeing an increase in the Russian gas production capacity. Earlier, there was only one self-lifting drilling platform ("Tavrida") operating there, but now a more modern "Ukraine" platform has been moved here too. That will increase gas production," said Maimula.
He noted that both platforms are the property of Ukraine and had been seized by Russia during the occupation of the Autonomous Republic of Crimea. In addition, it is recorded that the Russian Federation arbitrarily changed the name of the SLDP "Ukraine" to "Crimea-1".
On December 1, the two working SLDPs seized by Russia during the occupation of the Autonomous Republic of Crimea, had been detected by the maritime border patrol ship "Grigory Kuropyatnikov" 65 miles south of Odessa. The crew and the armed personnel of the drilling platforms did not respond to the repeated requests of the Ukrainian border guards. Then a Russian warship approached the area of the Odessa gas field and in violation of the international maritime law, carried out dangerous maneuvering near the Ukrainian border patrol vessel.
All infringements are documented and transferred to representatives of the law enforcement bodies and the prosecutor's office.
The sphere of the "oil and gas" interests of the country-occupant in Crimea is not limited to extraction at the seized fields. In December, it was announced that a mini oil refinery and a drilling rig would be built on the territory of the captured Artek.
On December 22, 2016, Alexei Kasprzhak, Director General of the International Children's Center "Artek", said that "for educational purposes", in 2017 it will get its own mini-oil refinery and drilling rig. The project is being implemented jointly by Artek, the Tyumen Industrial University and transnational corporations.
"Children will get acquainted with the industry that gives Russia most of its income," explained Kasprzhak.
The uncontrolled development of quarries and the extraction of building materials on the territory of Crimea has been already causing a negative reaction not only of the nearby settlements residents and specialists, but also of the Crimean officials, including those who in 2014 embraced the "Russian world".
Director-general of the state Eastern Crimea Historical and Cultural Museum-Reserve, Tatyana Umrikhina, said that the development of sand quarries on the territory of the Artesian settlement site had to be stopped. The extraction of construction materials there is not only fatal for the cultural and historical heritage of the Crimea, but also useless, since this sand is not suitable for construction works.
Earlier, a number of historians and archaeologists of Crimea came forth with the demand to stop the development of sand and other quarries on the territory of the Artesian site, as this threatened to destroy the objects of archeology and ecology of the Kerch Peninsula. The head of the East Crimean Museum-Reserve stressed that there were more than 11 thousand various archaeological monuments of history and culture in the territory of the Kerch Peninsula. The development of quarries in this area threatens that heritage.
"Our reserve rangers have informed us that the second geological survey has been carried out right by the Artesian monument. But this is the most productive archaeological monument that gives the greatest number of magnificent finds! We are being convinced that there will be a reclamation. But what kind of reclamation? The reclamation of legacy that will be raked first? Here you can’t extract sand or anything else. If we destroy this, we won’t be able to talk about any tourist potential of Crimea," states Umrikhina.
The Artesian Settlement Dig

The Artesian settlement site is located in the Eastern Crimea, in the northern part of the Kerch Peninsula. In the center of the Artesian site located where the ancient village of Pasha-Salyn once stood, there is an ancient settlement that stands out among the other site monuments. Researchers believe that it is here where the ancient Parosta (Parosta, Παρόστα), mentioned by the Roman author Pliny and the outstanding Greek geographer Claudius Ptolemy was located.
The prospective sand quarries are planned in close proximity to the Artesian settlement and its necropolis.
In December, The “Ministry of Ecology and Natural Resources" of Crimea reported that in the current year it has issued the total of 479 (!) licenses for the study, exploration, and mining of the local subsoil areas.
In 2016, the budget of the "Republic of Crimea" was increased by almost 296 million rubles that were generated by leasing out the subsoil areas.
"According to the results of the six auctions held by the Ministry of Natural Resources of Crimea, as of December 2016, the budget of the Republic of Crimea received 288.7 million rubles. Also, in 2016, the Ministry issued 479 licenses for geological exploration, exploration and production of subsoil areas of local importance for such minerals as sand, limestone, igneous rocks and groundwater. The amount of the license fees amounted to 7.2 million rubles," specified the press service.
According to the ministry, the subsoil plots leased out for development were located in the territories of Belogorsky, Krasnogvardeysky, Bakhchisaray, Leninsky and Saki districts of the Crimea.
Property
In December 2016, the anticipated new stage of the Crimea resort property redistribution of Crimea got its outlines.
The occupation authorities had found more than 9.5 thousand "illegally constructed" facilities. More than 4 thousand of them are permanent objects. These numbers were announced by the "Minister of Construction and Architecture," Sergei Kononov, at the meeting of the "Crimean Government".
The Crimean "Ministry of Construction" estimated that it would need 2 billion 352 million rubles to demolish all of these buildings. The demolition is set to begin after the New Year holidays.
The "Head" of Crimea, Sergei Aksenov, said that the "demolition and improvement" zone covers about 9 thousand objects on the coast of the Crimea:
"(The Coastal Development Strategy) is being currently developed. Today, about 9,000 prospective objects fall into the demolition and improvement zone in Crimea. The budget of the Republic of Crimea has already earmarked a billion rubles (for these purposes). "
He clarified that the objects were mostly the ones that the embankments of the Crimean seaside towns and villages "are chaotically built up with."
"Those objects that met the Ukrainian legislation standards, but interfere with development and contradict common sense, will fall under the forced buy-out. And those who did not have the documents will be demolished, "- explained Aksenov.
The total "sweep" of the Crimean coast begins with Alushta and Koktebel:
"This (improvement of embankments) will be tried out on the basis of Alushta and Koktebel that will be the pilot projects. That is, the whole embankment will be fully refurbished, "Aksenov said.
In Alushta, the first list of objects in the 100-meter zone that will be demolished has already surfaced. In total, there are 24 objects located in the “Professor's Corner." The plan is to demolish them before the summer of 2017.
According to the Crimean media, the list included, among others, the seven-story building of the hotel with a cafe (16 and 18 Naberezhnaya) owned by the Black Stone, LLC, a seven-story building of the Aquatexnosport, LLC (Kalipso), five facilities of the South Coast, LLC (15 Embankment), a seven-story hotel building with a store (18a Embankment), a seven-story hotel building with a cafe (18 Embankment), as well as Veranda and Mary Cafes.
Cafe Veranda, Alushta. It is noteworthy that this cafe started operation in July 2015 and both the "Municipal Head", Galina Ogneva, and the "Head of Administration" of Alushta, Igor Sotov, took part in its posh opening.
At the same time, the occupation administrations are not even trying to pretend that their seizing of the commercially attractive objects is guided exclusively by the Russian legislation.
The Alushta’s "Head of Administration", Igor Sotov, stated that the main criterion for selecting objects for demolition was the concept of the city's development, as well as the availability of the title documents:
"Even if there are title documents, but the object does not correspond to the concept, it means demolition or compensations."
Altogether, 1,724 objects are going to be dismantled in Alushta alone which will require 300 million rubles. The contractor has been already determined.
The next in line is the Ai-Petri plateau where over 100 objects will be demolished requiring 220 million rubles that have been allocated already.
The head of the occupation authorities of Crimea, Sergey Aksyonov, promised to "refurbish the Ai-Petri plateau" and take down all illegal construction there.
He noted that an "non- budget source" will be attracted to " refurbishing" he territory that Aksyonov did not disclose. But he said that "the patron is ready to invest his money in the improvement and reconstruction of the territory."

On December 22, the head of Crimea’s "Ministry of Resorts and Tourism", Sergei Strelbitsky, announced that the agency had prepared a concept for developing the Ai-Petri Plateau as a natural and recreational park.
Strelbitsky mentioned that the task of developing a concept for the development of the Ai-Petri Plateau was put before the "Ministry" by the head of the Crimea's occupation authorities, Sergei Aksyonov.
According to him, in accordance with the new concept of the plateau, Ai-Petri will become a natural and recreational park and all illegal structures on its territory will be demolished.
At the same time, Strelbitsky declared that new, legitimate objects would appear on the Ai-Petri Plateau instead of the demolished illegal structures.
The next in the demolition schedule is Simferopol (the Central Market vicinity), Nikolayevka and Koktebel. Yalta is a separate budget line item: separate resources will be allocated to "streamline" its construction. All demolition work will be handled by the “Council of Ministers”; it has been decided to keep the municipalities at the arm’s length...
The fact that this is the next step in the scheme of privatizing the attractive resort areas is also confirmed by the occupation authorities’ usage of the "prosecutor's protest" mechanism to abolished its own earlier ban on registration of objects in the 100-meter coastal zone.
On December 22, the "State Council" of Crimea satisfied the protest of the acting “prosecutor’s” on the previously adopted resolution "On issues of registering property along the Black and Azov Seas shoreline." Thus, the re-registration of the coastal objects to the "rightful owner" is open again. The ban on registering property in the 100-meter coastal zone has been active in Crimea since September 21.
Eight privatization auctions of the real estate currently in the "state property of the Republic of Crimea" were planned for December 2016.
Only one of those ended effectively, with an unfinished construction object in the city of Saki sold for 2.1 mln rubles.
The auction scheduled for December 22, was canceled by the order of the "Ministry of Property and Land Relations", the rest did not take place due to the lack of applications for participation.
For the first quarter of 2017, in addition to the standard set of the "privatization" auctions, 10 real estate objects "nationalized" from the "Privat" group are planned to be auctioned.
As Anna Anjukhina, the “Minister of Property and Land Relations”, said in December, the starting price of the facilities is about 460 million rubles.
In addition, according to the "Minister" there is also a plan to auction a number of petrol stations with a starting price of about 650 million rubles seized from Kolomoysky.
"These objects have been nationalized and are now being prepared, meaning the package of documents, as well as the cadastral and appraisal work that is being carried out. This property was used by "Chernomorneftegaz" to solve certain state tasks of the Republic of Crimea, such as their considerable help during the emergency," stated Anyukhina.
Visits of Foreign Delegations and Investments
In the first days of December, the occupation authorities reported the visit to Crimea of the "delegations of entrepreneurs from Greece who are ready to implement an investment project in the agricultural sector on the peninsula."
According to the Deputy Chairman of the “Council of Ministers of Crimea” - the permanent representative of the "Republic of Crimea" under the President of the Russian Federation, Georgy Muradov,
"The Greeks came to us with a project on greenhouse strawberry growing. Now they are traveling around the Crimea, considering the possibility of arranging greenhouses and creating large farms for growing strawberries. "
On December 10, the Crimean media announced the Simferopol meeting of the Chairman of the National Cultural Autonomy of Germans, Yuri Hempel, with an unnamed "representative of a German company that specialized in the processing of construction materials and construction."
It was announced that the German enterprise "was ready to start in Crimea the works to dismantle dilapidated buildings and process the salvaged building materials for further use in road construction."
On December 13, in Moscow, the "head" of the occupied Crimea, Sergei Aksenov, explained that he was going to conceal information about the investors into Crimea because of the Western sanctions.
"We will help everyone, we are ready to classify information, including the one about personalities and so on, as we must understand the complexities of the international situation."
Aksenov said that Crimean "authorities" were ready to meet foreign investors:
"We understand the difficulties for businesses that have foreign assets and are ready in this case to consider different approaches and tools."
"Many companies create proxy firms and we understand that as far as the content, staffing and life-term, these firms may not meet certain criteria, but I know who is behind the firm and what goals and tasks are pursued by the partners who create such firms. They are focused on the result, therefore we welcome any instruments for the implementation of such investment projects, "explained the "Head "of the republic.
In general, the reports on "delegations" and "foreign investors" in the last month of the past year sound increasingly "victorious", but less concrete and plausible.
For example, on December 22, the "Head of the RC" told the Crimea 24 TV channel, that despite the sanctions, foreign businessmen are allegedly actively looking for options for organizing business in the Crimea and that the Crimean "authorities" meet with them every two weeks:
"Every two weeks there is a fairly large meeting with foreign businessmen who are looking for different options how to circumvent sanctions in order to to open their business in the territory of the Russian Federation and, particularly, in Crimea," said Aksenov. “In fact, all the technical tools are there. Nothing prevents them from realizing their projects on the territory of our republic. "
And on the air of the "The First Crimean," Aksenov " shared information on the purchase of several peninsula’s health resorts by foreigners:
"There are foreign buyers who have purchased a number of objects on the Black Sea coast - former sanatoria and health resorts. They want to invest fairly decent money in their development."
He noted, however, that he would not disclose the details of the deal, "so as not to prevent these people from working in their home countries." Also, according to him, "there are concrete people, concrete entrepreneurs who want to resume flights from the occupied Crimea to the countries of the Black Sea basin and are interested in port infrastructure."
On December 30, at the final press conference of the 2016, the "Head" of Crimea announced that up to 30 foreign companies had come to the occupied Crimea:
"Foreigners have started to work, but I will not name them. The processes have started and up to 30 foreign companies are working on the peninsula, but I do not want to expose the people since unfortunately, the sanctions regime has not been lifted yet, so I won’t make life worse for the investors."
As for the name of the investor of the gambling zone that they intend to create in the occupied Crimea, according to Aksenov, it is kept in secret so that he has time to purchase the necessary equipment abroad:
"The agreement on the gaming zone has been signed. All the main parameters for the gambling zone, such as the economic indicators, the composition of property and so on will be announced after the New Year, except for the owner. This is due to the public position, to the fact that operators purchase part of the equipment abroad and some of these entrepreneurs have business abroad."
The law that includes the annexed Crimea in the list of the regions were gambling zones are allowed, was signed by Russian President Putin on July 23, 2014.
In March 2015, the "Minister of Finance of the Republic of Crimea", Vladimir Levandovsky, said that the creation of a gambling zone in the occupied peninsula was delayed due to the sanctions imposed by the United States and the EU countries. At the same time, he stressed that the "Ministry of Finance" of Crimea continued to work on the draft of the gambling zone, while the project itself was "in limbo".
"There are substantial concerns that the gambling zone will not pay for itself. An investor who comes by investing huge money may not get the expected result," explained Levandovsky. “Not only Russian citizens come to the gambling zone. Most of the money actually comes from foreigners: the Americans, British, Japanese and Chinese. These are the main players. If they do not come, then there will be no projected effect", - believes Levandovsky.
In the autumn of 2015, the occupation authorities "picked" the land for the gambling zone - the 16.8 seaside hectares in the immediate vicinity of the “Lastochkino Gnezdo” castle where the "nationalized" health resort Zhemchuzhina is currently located.
In June 2016, the Council of Ministers of Crimea approved the boundaries of the gambling zone in the territory of the Zhemchuzhina health resort.
Trade and Industry
On December 17, delivery of equipment to the gas turbine power station (GTPS) that is under construction in the area of Fedyukhin Heights in occupied Sevastopol began. The object, as well as the Simferopol GTPS, has received a batch of the RF-made equipment from Voronezh - mostly osmoses, calcinators and pumping units.
According to the sources, the installation of the new equipment will begin in February 2017. The press service of the Ministry of Energy of Russia and the management of the Sevastopol TPP did not comment on the equipment supply.

In the meantime, there is information that the Russian Federation is bankrupting its state company in order to import German turbines bypassing the sanctions.
Russia is now artificially bankrupting the state company Foreign Economic Association Tekhnopromexport" (TPE) that has ordered four gas turbines from the German Siemens concern allegedly to build a power plant in Taman in order to bring these turbines for the construction of the TPPs in the occupied Crimea via specially created proxy firms, thus bypassing the sanctions. In other words, the Russian side is trying to "cover up" its European partner who sells industrial equipment to Russia in the conditions when there are sanctions against it, writes Igor Maskalevich in his article for ZN.UA.
The scheme invented by the Kremlin is in essence very simple: the turbines purchased from Siemens are formally designated not for Crimea, but for the Taman power plant near the village of Raevskaya, the construction of which was never started.
"The scheme is way too obvious - no one has built a station. The tender for the construction of the TPP at Taman was announced only in the summer of 2016 and "ended due to the absence of applications." The first two turbines, let me remind you, have already been manufactured. Moreover, from the announced parameters, it is clear that the Taman TPP doesn’t need four turbines", - explains Maskalevich.
According to the author, when creating this scheme several years ago, the Kremlin was convinced that sanctions would be lifted very soon, but after 3 years the plan had to be advanced. First, the government appointed Technopromexport responsible for the construction of power plants in the Crimea and then, in the summer of 2015 the contractor was quietly switched.
"The customer (developer) of the generation facilities has become ...the "TPE", LLC. The name is the same, only this is an LLC with a statutory fund of less than 10 thousand dollars and 99% belonging to the "daughter" of Rostekh. That mickey-mouse outfit was thrown together in 2014. The change of the contractor had sad consequences for Technopromexport - it began to go bankrupt. The initiator of the process was the parent company itself. Moreover, the founders of its very Crimean namesake LLC are among those who bankrupt it," reads the article.
As noted by Maskalevich, Siemens plays along with the initiative of the Russian side. The concern does not want to lose the promising Russian market, but neither does it want to face the consequences of violating the sanctions.
"As a result, the German concern says from time to time that it is firmly convinced that the turbines go to Taman, as is written in the contract, and that it does not know anything about the plans to move them the Crimea. At the same time, the head of the Russian branch of Siemens, a graduate of the Kyiv Polytechnic, speaks fluent Russian. To think that he is not aware of what is happening in Russia is just naive,” points out the author.
Earlier, in September 2016, the President of the Siemens concern in Russia, Dietrich Meller, stated that Siemens did not supply or plan to supply equipment to the Russia-occupied Crimea bypassing the EU sanctions.
In response to the question about whether Siemens planned to invest in companies in the occupied Crimea or supply its equipment to the peninsula in the face of the EU sanctions, Meller said: "We comply with all the export control restrictions and the current sanctions regime."
"The contract between the Siemens Gas Turbine Technology and Technopromexport provides for the final use of gas turbines at a power plant located near the Raevskaya village on the Taman Peninsula in the Krasnodar Territory," stated Meller.
In November 2016, the director of the Tekhnopromexport branch that builds new TPPs in Sevastopol and Simferopol declared the information disseminated in the media about the problems with the delivery of Siemens turbines for future stations to be "untrue".
"The Sevastopol branch (the company" Tekhnopromexport "- ed.) works strictly according to its schedule. No one has changed the terms. In 2017 we will hand over the first station block. And we are now preparing the space for accepting the turbines, "- said Peter Ekimenko.
The director of the Russian company said that "the issue of turbines delivery is being worked out by the government of the Russian Federation in a planned manner". According to him, the construction of the Sevastopol and Simferopol TPP is controlled from the top "up to the President of the country".
On December 7, the occupation media reported that in December 2016, the Crimean group of companies Avtodel became the official dealer of Citroën.
According to the press service of the company, at present, the company’s "Avtodel-M" dealership offers the customers three major French brands: the Citroën, Peugeot and Renault.
"We are pleased to strengthen the advancement of European cars into Crimea giving customers the opportunity to choose from a wide range of the largest automakers in France. In addition, being the official dealership of Citroën for us means working at the highest quality standards, and for customers - a full range of services on the sale and maintenance of French cars, "commented the director of Avtodel-M, LLC, Alexei Osadchy.
The Avtodel group of companies is the largest operator of the Crimean automobile market. Its salons even in the occupied Crimea present such world brands as: BMW, Hyundai, Renault, Peugeot, Nissan, Mitsubishi, Dongfeng and Datsun. The company offers a full range of services for the acquisition, registration, maintenance, trade-in and so on.
Earlier, at the end of November, there has been information on the plans of the invaders to force auto companies to open service centers in the Crimea.
The Ministry of Industry and Trade of the Russian Federation intends to force auto companies to open official service centers in all regions of the country, including the occupied Crimea.
As the Kommersant reported referring to the sources on the market, the presence in all regions could become one of the conditions for receiving state support in 2017.
The Ministry of Industry and Trade confirmed to the media that they would demand from all automakers to "ensure full access to the insurance and maintenance car service in all regions of the Russian Federation."
Because of the risk of being penalized, foreign manufacturers are delivering cars to Crimea via Krasnodar or Novorossiysk, which leads to overpayments for customers, the Kommersant’s source explained. Lada, UAZ, GAZ Group, PSA Peugeot Citroen, VW Group, Hyundai and Kia, Chinese Lifan, Chery, Geely and Japanese Nissan are officially represented on the peninsula.
In the case the plans of the Ministry of Industry and Trade are put into practice, such manufacturers as, for example, Renault, Toyota and Ford will find themselves in the "risk group" continues the newspaper.
The FAS commented to the Kommersant that they did not support the idea of the Ministry of Industry and Trade mandatory opening of the service centers, while the automotive companies refused to discuss it altogether. The Ministry of Economic Development and Trade noted they had not yet received the information on that initiative. The Association of European Business promised to comment on the situation after the official documents were issued.
To date, despite the availability of the European and other brands on the market, the sellers of most of them are not the official dealers of the brands:
"The most interesting thing is that not all dealers are really dealers. Some of them are normal official dealers with the appropriate assortment, prices the same as on the official website, service and warranty terms. But others are, in fact, just re-sellers who merely sit in the show room decorated in a corporate style. Anything can be sold under the guise of a brand. They work mainly with warehouses of finished goods in Moscow, so the price in the official price list adds the cost of delivery - naturally, everyone has their own --, and the car is serviced by a partner service. And apparently the warranty terms of these car dealers are akin to a financial pyramid - until you get in trouble, you do not know what's what."(From the review of the automobile market of Sevastopol, July 2016).
The “Tavria-Auto” Mercedes-Benz Dealership
Various schemes of circumventing the sanctions are being used, as, for example, in the Mercedes-Benz salons of the Tavria-Auto company where the sale of cars and services are legally registered not in the occupied Crimea, but in Moscow:
"The status of a "dealer—no dealer" has turned out to be the most cunning one here. De-facto cars are in Sevastopol, but de-jure - in Moscow. All the cars are from dealers, but legally, they are in Moscow, the money for the car will go to Moscow and the service will be listed in Moscow. Accordingly, there are no problems with warranty and maintenance."
Sport
The main sports news of the occupied Crimea in December 2016 has gone almost unnoticed in Ukraine: Crimea joined the Russian Olympic Committee.
On December 8, the annual Olympic meeting took place in Moscow where the "Olympic Council of the Republic of Crimea" and the "Olympic Council of the City of Sevastopol" were admitted to the Russian Olympic Committee.
According to the official website of the Russian Olympic Committee, "the accepted organizations are included in the Register of the members of the ROC."
To date, neither the National Olympic Committee, nor the Ukrainian Foreign Ministry, nor the Ukrainian Ministry of Youth and Sports have publicly reacted to such "integration" of Crimea.
Meanwhile, the National Olympic Committee of Ukraine has already completed the accreditation of the Ukrainian journalists for the coverage of the 2018 Winter Olympics…
