Exports of "Kazakh-Russian" crude oil from Russian ports on the Black Sea in April-May 2022 (2)

Summary
Exports of crude oil from Russian ports on the Black and Azov Seas increased from 8,554,308 tons in April to 10,975,401 tons in May 2022. The growth was 2.4 million tons or 28.3%. Note that the oil from the Caspian Pipeline Consortium (CPC), which contains about 20% of Russian oil and 80% of Kazakh oil, accounts for 75% of the increase in crude oil exports - 1.8 million tons.
In May 2022, EU countries significantly increased imports of the CPC’s oil, i.e. the "Kazakh-Russian blend." The volume of these imports amounted to 4.5 million tons (in April, it was 3.4 million tons), showing a month-on-month growth of 1.1 million tons or 35.6%. Other countries of the world also increased the import of the CPC’s oil by 35.7%, but in physical volumes it was not so significant: the growth in May amounted to about 0.6 million tons.
Note that two separate streams of crude oil are exported from Russian Black Sea ports: the first one consists of only crude oil originating from Russian fields, and the second one is a blend of crude oil from Kazakhstan (80%) with Russian crude oil from Lukoil fields located in the Russian Federation (20%).
The blend of Kazakh and Russian crude oil is exported exclusively through the Caspian Pipeline Consortium’s pipeline and its separate CPC terminal in Novorossiysk, which has single-point moorings (buoys) in the open sea, 5 km from the shore. This oil is not subject to EU sanctions, which were introduced on 03 June 2022 and will take effect in 6 months, i.e. from 05 December 2022.
The Russian Federation directly controls 31% of the CPC through the PJSC Transneft Trustee and the CPC Company and another 12.5% - through LUKOIL INTERNATIONAL GmbH. In addition, Russia has another channel of influence - through Rosneft-Shell Caspian Ventures Limited.
Moreover, the Russian company Transneft, which is under international sanctions, is the managing company of the CPC. The oil company Lukoil, the owner of Russia's part of oil in the CPC, is also under sanctions.
It can be predicted that the actual decrease in Russian crude oil imports to the EU will be accompanied by an increase in imports of "Kazakh-Russian" mixture and a growth in the share of Russian crude oil in this blend.
To "encourage" the Kazakh side to reduce the share of Kazakh oil in the CPC's blend in favour of Russia, the Russian Federation, through the Transneft managing company, may use various means of blackmail and pressure on Kazakhstan, from fictitious CPC "repairs" due to storm damage or suspension of the CPC's operations for the search in the aquatic area of World War II-era sea mines, as is being done now, to threats of nationalisation.

1. In the structure of the value of Russia's energy exports in 2021, revenues from natural gas exports amounted to 22%, coal - about 7%, oil and petroleum products - 71%. It is the export of oil and petroleum products, rather than natural gas as is often believed, that provides Russia with over 70% of all its energy revenues (according to the Centre for Global Studies Strategy XXI).
2. The information obtained as a result of the monitoring does not take into account the sea transportation of oil and petroleum products from Russian ports on the Black and Azov Seas to the Black Sea ports of Romania and Bulgaria.

1. The main results of the Caspian Pipeline Consortium’s (CPC) oil exports
from the port of Novorossiysk in May 2022
We started the analysis in the article “Blood Oil: Russia’s export of petroleum products from the ports of the Black and Azov Seas in May 2022 (1). Russian crude oil”. Before we continue, let's recall the general context:
It is worth reminding that two separate streams of crude oil are exported from Russian Black Sea ports:
- the first one includes only crude oil originating from Russian fields,
- and the second one is a blend of crude oil from Kazakhstan (80%) with Russian crude oil from Lukoil fields located in the Russian Federation (20%).
The blend of Kazakh and Russian crude oil is exported exclusively through the Caspian Pipeline Consortium’s oil pipeline and the Novorossiysk terminal (see the reference at the end of the article).
From 1 to 31 May 2022, the total amount of Russian oil and petroleum products exported from Russian ports on the Black and Azov Seas reached at least 13,995,558 tons. Compared to April 2022, there was an increase of 27.5% or 3 million tons.
The significant growth in maritime exports was mainly due to increased exports of crude oil, which rose by 2.4 million tons or 28.3%. Another 0.6 million tons were added by exports of petroleum products - an increase of 24.8%.
Note that the oil from the Caspian Pipeline Consortium (CPC), which contains about 20% of Russian oil and 80% of Kazakh oil, accounts for 75% of the increase in crude oil exports - 1.8 million tons. In May 2022, the total number of oil tankers transporting oil and petroleum products from Russian ports on the Black and Azov Seas increased due to oil tankers carrying crude oil and amounted to 199 compared to 182 in April, which represents a growth of 9% (see Table 2).
The number of oil tankers carrying crude oil rose by 20 vessels, including an increase in the number of oil tankers carrying crude oil of the Russian Federation – by 5 ships and oil from the CPC – by 15 ships.

2. The problem of taking into account and dealing with the Caspian Pipeline Consortium’s (CPC) oil
Note that not only Russian but also Kazakh oil is exported from the Russian port of Novorossiysk. This leaves considerable room for manipulation of statistics, as well as for attempts at and techniques for circumventing sanctions that may be imposed by the EU on Russian oil exports.
This is about the Caspian Pipeline Consortium (CPC).
The source of technical, organisational, and financial information about the CPC is the official website https://www.cpc.ru.
The Caspian Pipeline Consortium (CPC) is the largest international oil transportation project with participation of Russia, Kazakhstan, and world's leading producer companies, which was established for construction and operation of the trunk oil pipeline more than 1,500 km long.
The CPC pipeline system mainly collects crude oil from large oil fields of West Kazakhstan, as well as crude oil from Russian producers. The oil is transported to the company's Marine Terminal in the village of Yuzhnaya Ozereevka (Novorossiysk), where it is loaded onto oil tankers for shipment to world markets.
In 2018, the CPC increased the capacity of its pipeline system to 67 million tons of oil per year. Currently, a program is underway to increase oil pumping to more than 83 million tons per year.
Every year, the CPC pumps more than a third of all Kazakhstan's export oil.
The Russian Federation directly controls 31% of the CPC through the PJSC Transneft Trustee and the CPC Company and another 12.5% - through LUKOIL INTERNATIONAL GmbH. In addition, Russia has another channel of influence - through Rosneft-Shell Caspian Ventures Limited.
Moreover, the Russian company Transneft is the managing company of the CPC.
Noteworthy is the fact that the CPC, which was established to transport oil from Kazakhstan, in November 2004, began transporting Russian oil at the Kropotkinskaya oil pump station in Krasnodar Krai. This is the oil of the Russian company LUKOIL and its subsidiaries. Prior to that, only Kazakh oil was transported through the CPC - from Tengiz and nearby fields.
According to expert estimates, the volume of Russian oil transported through the CPC pipeline reaches 20%. It is impossible to separate Russian oil from Kazakh oil, as at the end of the pipeline, the oil blend CPC Blend is formed, which is loaded onto oil tankers.
Thus, the Russian state monopoly Transneft receives a significant part of the revenues from the transportation of oil through the CPC. In addition, the Russian budget receives customs duties on oil exports.
Finally, both Transneft and LUKOIL are under US, EU, and Ukrainian sanctions for promoting aggression against Ukraine.
Moreover, recently, against the background of the lack of decisions of the Kazakh authorities to support the Russian aggression against Ukraine (the so-called "special military operation (SMO)", Russian Telegram channels controlled by the Kremlin have been spreading messages, for example, as follows:
"Given the stated special position of Kazakhstan, a member of the Eurasian Economic Union and the Collective Security Treaty Organization, on SMO in Ukraine, including growing anti-Russian statements and actions of its officials, it is likely that part of Kazakh exports of 5 million tons per month is directed by detours to eliminate the acute fuel deficit of the Armed Forces of Ukraine. In this way, the Kazakh government demonstrates its post-coup loyalty to the United States, Canada, Australia, and the EU, whose corporations control the country's raw materials industries. This situation highlights the need to nationalise the CPC in accordance with the latest decisions of the Russian authorities and to consider the possibility of blocking Kazakhstan's oil exports"...
Let's consider another interesting recent event.
In March 2022, amid Russia's invasion of Ukraine and subsequent sanctions against Russian oil companies, the Russian side stated that the CPC had been damaged by a storm, and that Kazakh oil could not be transported for up to two months. Industry experts have questioned the allegations of storm damage. They note that none of the western members of the consortium, which includes the large oil companies Chevron and Exxon, which own 15 and 7 percent of its shares respectively, has been able to conduct its own inspections of the accident.
