Violations of the embargo on seaborne imports of Russian petroleum products from Black Sea ports into the EU in November 2023 (database)

The Monitoring Group of the Black Sea Institute of Strategic Studies and BlackSeaNews reports on the results of its own monitoring of violations of the EU and G7 embargo on the seaborne imports of Russian petroleum products from the ports on the Black and Azov Seas into EU countries (the embargo) in November 2023 (see Table 1).
Note! The information provided does not apply to crude oil – the results of monitoring violations of the embargo on the imports of crude oil are presented separately.

In November 2023, 16 violations of the EU embargo on seaborne imports of Russian petroleum products (excluding crude oil) from the Black Sea were recorded.
3 direct voyages with petroleum products from Russian ports to the ports of EU countries were made, as well as one direct voyage from Novorossiysk to the US Naval Station in Norfolk, VA (USA).
The remaining 12 violations involved the delivery of petroleum products to a transshipment point in the Laconian Gulf off the coast of Greece.
In November 2023, 81,733 tons of Russian petroleum products were delivered directly to the ports of EU countries and the US and 449,251 tons were shipped to the transshipment point.
A total of 530,984 tons of Russian petroleum products were delivered to the EU in November 2023 in violation of the embargo.
Direct tanker voyages were made to the following ports:

MOTRIL (Spain) – 1,

THESSALONIKI (Greece) – 1,

RAVENNA (Italy) - 1,
-
NORFOLK (USA) - 1.
4 direct voyages to the ports of EU countries and the US were made by tankers owned by companies from Greece, Germany and Cook Islands.
12 voyages to the transshipment point were made by tankers belonging to shipowners registered in the following countries:

India - 2,

Turkey - 2,

Hong Kong, China - 1,

Sri Lanka – 1,
-
Offshore jurisdictions – 6 (The Marshall Islands – 5, Seychelles – 1).
