On the eve of the planned spring-summer 2024 campaign, Russian top military and political leadership likely decided to take measures to suppress/destroy Ukraine's military and economic potential and thus, lower Ukrainian morale and will for resistance.
To that end, the Russian Ministry of Defense (MORF) decided to significantly increase conventional strikes of all types on Ukraine’s mainland, including from the occupied Crimea. The decision was based on such factors as recent roll out of Russia’s own drone production and missile stockpiles accumulated over the previous months.
The exhaustion of the Ukrainian air defense system caused by the delay in the partner countries weapon supply made Russian strikes on industrial, energy, and port infrastructure somewhat effective, and also encouraged it to test new/experimental weapons in combat.
In January-March 2024, for attacks from Crimea on the Ukrainian regions the Russian Armed Forces used at least:
-
6 Kalibr cruise missiles launched from the Russian Black Sea Fleet (BSF) ships, none of which in March, and 3 each in January and February
-
31 Iskander-type BM, of which 20 in March, 2 in February and 9 in January
-
1 P-800 Oniks AShM (not used in January-February 2024)
-
3 3M22 Zircon missiles, 2 of which in March and 1 used for the first time in February
-
618 Shahed-136/131 UAVs launched from Crimea and the regions of the Russian Federation, 226 of which in March, 169 in February and 223 in January
-
178 Shahed-136/131 UAVs launched from Crimea, without simultaneous attacks from the RF, 96 of which in March and 82 in February; no data for January available
-
13 reconnaissance UAVs such as ZALA, Supercam, Merlin-BP and Orlan-10, 4 of which in March, 3 in February, and 6 in January
