Russian Baltic Sea Ports Petroleum Products Imports to the EU Embargo: Database of January 2025 Violations

The Monitoring Group of the Black Sea Institute of Strategic Studies and BlackSeaNews reports on the results of its own monitoring of violations of the EU and G7 embargo on the seaborne imports of Russian petroleum products into EU countries and the US (the embargo) from the ports on the Baltic Sea in January 2025 (see Table 1).

In January 2025, 4 violations (180.393 tons) of the EU embargo on seaborne imports of Russian petroleum products (excluding crude oil) to the transshipment points and EU/US ports from the Baltic Sea were recorded.
The voyages were made by tankers belonging to shipowners registered in the following countries: Greece (1), Turkey (1), Singapore (1) and Croatia (1).
Note: Where we are talking about tankers with oil products (not crude oil tankers), they may theoretically contain goods that are not prohibited, such as vegetable oil or chemical fertilisers, rather than oil products. In the Russian Federation, port websites have been closed since 24.02.2022, and access to customs databases has also been closed. Therefore, we believe that these are petroleum products, as the volume of exports of vegetable oil and chemical fertilisers is ten times less than diesel or petrol. But sometimes mistakes happen - we become aware of them when shipowners see themselves on our website and send documents about the cargo. Then we remove them from our ‘black lists’ .
