Based on the results of our own monitoring, the Monitoring Group of the BlackSeaNews and Black Sea Institute for Strategic Studies presents the Database of the 2024 Russian Missile and Unmanned Aerial Vehicle (UAV) Attacks on the Regions of Ukraine from the Occupied Crimea.

In January-December 2024, for attacks from Crimea on the Ukrainian regions, the Russian Armed Forces used no less than:

  • 147 Kalibr CMs launched from the BSF ships and submarines, including 36 in December; 43 in November; 0 in October; 0 in September; 28 in August; 0 in July; 21 in June; 4 in May; 9 in April; 0 in March; 3 in February and 3 in January

  • 186 Iskander-type BMs and SLCMs, including December - 5; November - 5; October - 24 - M, including 5 KN; in September - 25 -22-M and 2-K; August – 21- M, including 6 KN; 25 - 22-M, and 3-K; June - 25 - 22-M and 3-K; July - 24 - 16-М and 8-К; May - 15 - 13-М, 2-K; 11 in April, 20 in March, 2 in February, and 9 in January

  • 1 P-800 Oniks AShM, not used in January-February and April-December 2024

  • 6 3M22 Zircon missiles, including 0 in December, 2 in November, 0 in August- October; 1 in July; 0 in April-June; 2 in March, and one used for the first time in February

  • 2699 Shahed-136/131 strike UAVs launched simultaneously from Crimea and the Russian regions, including 0 in December; 667 in November; 241 in October; 520 in September; 184 in August, 110 in July, 170 in June, 120 in May, 69 in April, 226 in March, 169 in February, and 223 in January

  • 368 attack UAVs of the Shahed-136/131 type, launched solely rom Crimea without simultaneous attacks from the RF, including 10 in December; 0 in November-October; 11 in September; 9 in August; 33 in July; 0 in June; 50 in May; 77 in April; 96 in March and 82 in February (no separate January data for Crimea is available)

  • 309 reconnaissance UAVs of the ZALA, Supercam, Merlin-BP and Orlan-10 types, including 16 in December; 48 in November; 76 in October; 27 in September; 45 in August; 43 in July; 13 in June; 19 in May; 9 in April, 4 in March, 3 in February, and 6 in January.  

Overall, between January-December 2024, there have been at least 253 attacks, including 12 in December; 17 in November; 26 in October; 24 in September; 24 in August; 30 in July; 26 in June; 23 in May; 24 in April; 24 in March;13 in February, and 10 in January.

December trends and developments.

The trend of reduced missile attacks launched from Crimea against mainland Ukraine, which began in November 2024, continued throughout December, with only 12 attacks launched both from Crimea alone and simultaneously from Crimea and Russian territory, including ballistic missiles, Shaheds and reconnaissance UAVs.

During the month, there was only one Shahed UAV attack launched exclusively from Crimea and none launched simultaneously from Crimea and Russian territory. Thus, in December, Crimea de-facto ceased being a launchpad for drone strikes on the Ukrainian mainland. There were also no attacks launched from Yeysk, Russia - the UAVs were launched exclusively from eastern territories of Russian Federation.

Meanwhile, at the end of December, the TOT Berdiansk has become a new base for combined drone attacks that also included launchpads in Kursk, Orel, Bryansk, Primorsko-AKhtarsk and Millerovo. It is very likely that, in the future, the TOT of the south Ukraine mainland will gradually replace TOT Crimea as a launchpad for drone attacks.

At the same time, the Iskander-M BM attacks from Crimea continued, even if sharply dropping to only 5 during the month - the same as in November - although in previous months that number exceeded 20. Also, the number of ballistic attacks launched from both Crimean and Russian territories - Rostov, Voronezh and Bryansk Oblasts - has increased (e.g. 20.12.24). Similar tactics previously used by Russia for drone attacks is likely to be also used for missile attacks.

Among the possible reasons for the significant drop, or even cessation, of the drone and BM launches from Crimea are:

  • disruption of weapons and ammunition logistics to the peninsula from Russia as a result of effective UDF actions
  • enemy's desire to accumulate weapons on the peninsula for the future sharp escalation. Russians' logistical problems don't yet seem critical enough to prevent them from transporting weapons and ammunition into Crimea. Moreover, Russian recent attack tactics have involved combined launches of powerful missile and drone strikes at regular intervals. So, perhaps, we should expect a similar pattern in Crimea - slow accumulation of weapons and ammo for a massive strike instead of the light but frequent attacks.
  • Russia’s decision to move the attack launchpads to its territory along the uncontrolled Ukraine-Russia eastern border and the TOT of the south and east of Ukraine's mainland
  • Russia expanding the number and geography of the drone and BM attack launchpads along the entire border with Ukraine and in the TOT from the south to the north in preparation for a possible armed confrontation with mainland Europe. The plan would also optimize the Russian Armed Forces logistics by linking the Russian hinterland first with the existing line of control (LoC) in Ukraine, and then with the potential attack line in its confrontation with NATO. That in turn naturally raises the need of destroying railroad hubs and highway junctions deep in the Russia's rear.

We can also assume that Russia will try to use Crimea as a factor of strategic nuclear deterrence, which is why the peninsula has recently been withdrawn from operational combat use.

Experts believe that Russia deployed tactical nuclear weapons to the occupied Crimea almost a decade ago, in 2015. Neither Russian Federation officials nor their proxies in the Crimean occupation administration have ever publicly acknowledged the existence of nuclear weapons on the peninsula. Moreover, intelligence agencies have not been able to publicly confirm the exact location or number of weapons stored, if any.

It seems that Russia is gradually setting up nuclear outposts between NATO and its borders, with at least three of those close to central and northern Europe, namely in Kaliningrad oblast (Russia), Belarus and TOT Crimea (Ukraine).

In summer 2024, Polish Foreign Minister Radoslaw Sikorski stated that Russia could possess up to a hundred nuclear warheads in the Kaliningrad oblast. In December of last year, Alexander Lukashenko said that several dozen nuclear warheads had already been deployed to Belarus from Russia.

Given the constant escalation of Russia's nuclear rhetoric, it is likely that in the near future Russia will officially admit the presence of its nuclear weapons in Crimea, which may happen during the upcoming anniversary of the peninsula's occupation -- between the end of February and March 18.

The public recognition of nuclear weapons in Crimea, among other, gives Russian dictator Putin a significant public leverage for both deterring and pressuring the West before his meeting with the new US President D. Trump. It also acts as a powerful blackmail tool against European countries in general, and Ukraine in particular, as well as a warranty against any potential attempt to liberate the occupied Crimea by military means.

Overall, if publicly announced by Russian leaders or via their proxies, the Kaliningrad - Belarus - TOT Crimea "nuclear line" would mean a new level of threat not only for the Ukraine-Russia confrontation, but also, for the prospective NATO-Russia one.

Targets: industrial, utility and energy infrastructure.
Impact: Kyiv: underground communications damaged in the Dnipro district; fire and destruction in an 18-story high-rise, as well as cars burnt and a bodyshop fire in the Holosiivsky district.
Kyiv Oblast: at least 10 private houses, utility buildings and communications damaged in the Bucha and Fastiv districts.
Dnipropetrovsk: a utility company buildings and cars damaged in the Moscow district.
Mykolaiv: in the Korabelny district 3 residential homes destroyed; 71 buildings, two infrastructure facilities, a power line and a high-pressure gas pipeline damaged, at least one civilian dead and several injured.
